After the first vote tally in the 2026 general election, Rep. Strom Peterson and Sen. Marko Liias appear to have secured their seats in the 21st Legislative District, which serves most of Edmonds and all of Mukilteo.
Early returns painted a tough picture for Mukilteo School District educators. A $400 million construction bond, which would need 60% yes votes to pass, was at 54% in favor and 46% opposed. The proposal would address needs at every school in the district.
As usual, this initial release includes votes from ballots returned before Election Day. Ballot counting will continue for several days after Election Day. All election results are unofficial until the Snohomish County Canvassing Board certifies them on Tuesday, Nov. 24.
Here’s a look at state Legislature results that affect Mukilteo residents:
District 21 State Rep., Position 1 (two-year term)
Strom Peterson has 58% of the vote, while challenger Jason Moon has 40%. It’s a repeat of 2024, when Peterson also defeated Moon. Peterson, a former Edmonds councilmember, began his House term in January 2015 and has won every two-year election since then. Moon is a Mukilteo councilmember. Both are Democrats.
“It is an incredible honor to represent the 21st District, and I am extremely grateful and humbled by the overwhelming support from tonight’s result,” Peterson said in a statement. “I look forward to continuing the fight for affordable housing, protecting our neighbors, and investing in our community.”
District 21 State Representative, Position 2 (two-year term)
Incumbent Lillian Ortiz-Self, a Democratic incumbent since 2014, is handily defeating challenger Bruce Guthrie 72% to 27%. It’s the third time Guthrie, an Independent, has sought the seat. He did not make it out of the primaries in 2016 and 2024.
District 21 State Senator (four-year term)
As expected, Democrat Marko Liias, a former Mukilteo councilmember who has held the Senate seat since 2014, leads challenger Riaz Khan 72% to 28%. Khan, also a former Mukilteo councilmember, lost to Strom Peterson in the 2022 general election as a Republican.
Khan, who previously registered as a Democrat but ran this year as a Republican, did not advance out of the primary in 2018 as a Democrat seeking Liias’ Senate seat. In 2016, he did not advance out of the primary as a Democrat for Position 2 in the House’s 21st District.
District 2, U.S. Representative (2-year term)
Incumbent Democrat Rick Larsen is defeating Republican Edwin Feller, 68% to 32%. The position represents Edmonds and Mukilteo – as well as Skagit, Whatcom, San Juan, and Island counties – in Washington, D.C. Larsen is seeking his 14th term.
“My message is simple: Affordability for you. Accountability for the president and his cronies,” Larsen said in a statement. “I will also continue to bring investments home to Northwest Washington, combat fentanyl in our communities, protect reproductive freedom, and support our veterans.
“The House Democrats have secured a majority. Within the majority, my job will be to ensure Democrats are laser-focused on lowering costs for working families across America, which includes reversing the cost-raising tariffs, ending the war in Iran, and reining in the Trump administration. Families in northwest Washington need relief, and I will work within the majority to deliver results.”
Voter initiatives
The “no” votes on I-645 (millionaires tax) and I-001 (parental rights in schools) are passing with 58% and 53%, respectively. The “yes” vote on I-638 (athletic participation in schools) is ahead with 56%.
Proposed Snohomish County amendments
Propositions 2, 4, and 5 are passing. Proposition 2 had voters favoring prioritizing budget stabilization funds. Proposition 4, Increasing public access to county financial transparency, is leading, as is Proposition 5, Requiring a 4/5 supermajority council vote to increase taxes.
Propositions 1 and 3 are being defeated.. Proposition 1 would adopt a foundational government services policy. Proposition 3 proposes converting all elected county offices to nonpartisan.
