It's a tough time to be in business.

For Ruben Mariscal, owner of Sabor a Mexico, the recent decision by Gov. Jay Inslee to reinstate a ban on indoor dining was another blow to what has been a challenging year.

The restaurant celebrated its 15th year of operation this month. But it's been difficult with an alarming lack of customers. The indoor dining ban began Nov. 16 and is scheduled to last through at least Jan. 4 after Gov. Jay Inslee's announcement on Tuesday, Dec. 8.
