City's 'Action Plan' isn't to develop affordable housing

Recently, the City Council accepted a state grant to develop a Housing Action Plan. We heard from a number of residents at our meeting after the Beacon covered this issue, and I wanted to share my perspective on what the Action Plan is, and is not.
The Action Plan will look at many different tools. Some tools might allow residents to develop accessory dwelling units, sometimes called mother-in-law units, on their property.
