Two fences are up on prime waterfront property

Ivar's has fenced off the waterfront parklet, west of its restaurant, due to unresolved issues with the City

Visitors to the Mukilteo waterfront may have noticed new fences on two prime pieces of property.

Ivars has had a large parking lot across the street for years and wanted to add 13 spaces on the adjoining property for its same restaurant. Not to operate a parking lot for payment, just for its restaurant customers. Ivars large existing parking facility joins what was a restaurant and parking for its customers for at least 50 years--Seahorse Restaurant was its name and lastly named Buzz Inn. Now Ivars is not permitted to expand its existing lot that joins a former restaurant parking lot?? Is Mukilteo saying Ivars cannot add more parking to its existing business on the adjoining land that was also used for restaurant parking? What has changed that does not permit Ivars to add 13 spaces to its existing parking which is right up against the former restaurants' parking. Same kind of business, same use, same space. Only using less space than the former restaurant used on that property.
