Early buildings on Front Street include the Exchange Saloon located between Fowler's Hotel and the Bay View Hotel.
Morris Frost and his business partner, Jacob Fowler, established the first White settlement at Mukilteo in about 1860. Before this, Jacob Fowler had been operating a saloon and hotel at Ebey's Landing on Whidbey Island.
