Missing members

Mayor Jennifer Gregerson and councilmember Ted Wheeler were not present at Monday night’s special meeting.

Councilmember Scott Whelpley was not present, but phoned in for the meeting.

Continued public hearings

The council continued with the public hearings from last week’s meeting concerning the 2018 final budget, property tax levy resolution and the emergency services (EMS) tax levy resolution.

Councilmembers discussed issues that they saw when reviewing the preliminary budget, such as the amount of money needed for the proposed Peace Park, the amount of money set aside for councilmember’s travel and training as well as consultant fees for the executive department.

Council action

Two resolutions were passed at Monday’s meeting.

Councilmember Randy Lord motioned to pass the proposed property tax levy at roughly $1.05 per $1,000 of assessed value along with adding the unused one percent tax increase to the city’s banked capacity.

Lord stated that it gives the city some back-up money in case they “need it in a pinch.”

Council Vice President Steve Schmalz reiterated that by doing this, that allows the council to raise taxes on this issue without a public vote.

Lord’s motion passed four votes to two, with Vice President Schmalz and councilmember Christine Cook voting against the motion.

The council unanimously passed the EMS tax levy resolution.

The tax levy rate is roughly $0.398 per $1,000 of assessed property value, and is lower than the 2017 rate of roughly $0.425 per $1,000.

The resolution sets the levy at $1,880,842, up from $1,853,639 due to $8,667 from new construction in the city and $18,536 for the one percent increase allowable by the state.

Next week’s meeting

The 2018 final budget will likely be adopted at the meeting next Monday, Dec. 4 at 7 p.m.

If it is not, there will be a special meeting Wednesday, Dec. 6 to try and get that finished.

A short reception commemorating retiring councilmembers Randy Lord and Ted Wheeler will take place prior to the meeting.

The reception will begin at 6:30 p.m.
